Gbagbo huenda akangolewa madarakani

Laurent Gbagbo huenda akalazimika kuishi uhamishoni.
Marekani imetangaza kuwa muda unayoyoma kwa rais wa Ivory Coast, Laurent Gbagbo, kuondoka madarakani na kumkabidhi madaraka mpinzani wake Alassane Outtara anayetambuliwa na jamii ya kimataifa kuwa ndiye aliyeshinda uchaguzi wa urais uliofanyika nchini humo mwezi uliopita.
Huku vikwazo vya kidiplomasia vikizidi kutolewa dhidi ya bwana Gbagbo, mjumbe wa marekani katika eneo la Afrika Magharibi, William Fitzgerald, amesema Washington inaandaa kuchukuwa hatua kadhaa ikiwa ni pamoja na kumwekea vikwazo vya usafiri bwana Gbagbo na familia yake pamoja na kufunga akaunti zake zote za benki.
Umoja wa ulaya EU nao vile vile unatathmini kuchukuwa hatua kama hizo dhidi ya bwana Gbagbo.
Bwana Fitzgerald amesema ikiwa mbinu hizo hazitafanya kazi, kuna uwezekano kwa jeshi la umoja wa Afrika litatumwa nchini humo kumng'oa bwana Gbagbo madarakani kwa lazima.
Amesema anafahamu nchini moja ya kiafrika ambayo imejitolea kumpa hifadhi ya kisiasa bwana Gbagbo ingawa hakuitaja.

Katika stakabadhi hiyo, afisa mmoja wa serikali ya marekani anasema kiongozi wa mashtaka katika mahakama ya kimataifa ya uhalifu, Luis Moreno-Ocampo, alijadili uwezekano wa pesa hizo zilizokuwa katika noti ya dola za marekani kufichwa jijini London baada ya kutolewa kwa waranti ya kimataifa ya kukamatwa kwa rais Bashir.
Afisa huyo alisema bwana Ocampo alikuwa amependekeza kuwa ikiwa mahali pesa hizo ziliwekwa patafichuliwa hatua hiyo itabadili mtizamo wa raia wa Sudan kumhusu rais Bashir.
Msemaji wa serikali ya Sudan alipuuzilia mbali madai hayo na Benki ya Lloyds imesema haina ushahidi unaoonyesha kuwa inahifadhi pesa kwenye akaunti ya jina la bwana Bashir na kwamba daima imekuwa ikiheshimu mfumo wa sheria katika maeneo inakoendehsa biashara.

Na nchini Sudan kwenyewe wanajeshi wa kulinda amani wa umoja wa mataifa wamesema kumekuwa na mapigano katika jimbo la Darfur kati ya wanajeshi wa serikali na wapiganaji wa kundi la Sudanese Liberation Movement.
Ni mara ya tatu mapigano hayo yametokea wiki hii katika eneo hilo.

Msemaji wa umoja wa mataifa Kemal Saiki amesema mapigano hayo yaliyotokea katika kijiji cha Khor Abeche yalikuwa ni makali zaidi.

Gyan amekuawa na mwaka wenye mafanikio makunwa kimatafa, baada ya kuifikisha Ghana katika fainali za Kombe la Mataifa ya Afrika na kushika nafasi ya pili nchini Angola, kwa kufunga mabao matatu kati ya manne ya Ghana na kucheza fainali ya kwanza katika kipindi cha miaka 18.
Katika michuano ya Kombe la Dunia nchini Afrika Kusini, mshambuliaji huyo mwenye miaka 24 aligonga vichwa vya habari kwa kupachika mabao matatu na kuipeleka Black Stars katika robo fainali.
Hata hivyo alitikisa zaidi vichwa vya habari katika mazingira tofauti, baada ya kukosa penati katika mchezo dhidi ya Uruguay ambao ungeipeleka timu ya kwanza kabisa ya Afrika katika nusu fainali.

Farmer accidentally shot burglars

A disabled farmer trying to kill a fox accidentally shot and wounded two burglars raiding a cannabis farm he did not know existed.
Edward Tibbs, 62, fired his shotgun three times into the dark from the seat of his mobility scooter after being woken in the early hours.
He was aiming at a fox trying to steal geese from an enclosure on his 650-acre arable farm in Crays Hill, Billericay, Essex, but hidden in the darkness were two men trying to break into an outhouse he had rented out and which now contained a secret drugs factory.
They suffered gunshot wounds to their backs and legs and suspicious hospital doctors called in police.
Several hours later, a team of police marksmen, accompanied by a helicopter, stormed into Mr Tibbs's home and arrested him on suspicion of attempted murder.
The extraordinary story only came to light after investigators told Mr Tibbs he would face no further action.
Mr Tibbs, who suffers multiple sclerosis and neuralgia, said the "horrendous" three-month Essex Police investigation "devastated" his family and business.
Speaking about the shooting, he said: "They must have been 50 or 60 yards away, probably further. If they had been 30 yards off I would have killed them.
"It was pitch black. Black as your hat. There are no lights here at all. I came out of lights, the house, and saw the fox. I know which way they go and saw movement and fired three times at it and that was that.
"I never knew I had hit anyone, no screams or hollering, no nothing. I just came back indoors."

Ghasia hizo zilizuka baada ya wafuasi wa Bw Kibaki, kutuhumiwa walijaribu kuvuruga uchaguzi.

Kila mmoja kati ya hao sita, watatumiwa hati ya kuitwa mahakamani, lakini wakigoma au wakijaribu kuingilia uchunguzi, mathalan kuwatisha mashahidi, Bw Ocampo amesema ataomba kibali cha hati ya kuwakamata.

Katika taarifa yake baada ya tangazo hilo la Bw Ocampo, Rais Mwai Kibaki amesema ana matumaini Mahakama hiyo ya Kimataifa, mchakato wake utatimiza wajibu wake kwa maslahi ya taifa la Kenya.

The prosecutor at the International Criminal Court (ICC) has named six high-profile Kenyans he accuses of being behind the violence that followed the disputed 2007 elections.

ICC prosecutor Luis Moreno Ocampo has focused on two specific cases of post-election violence, which spread throughout the country after protests by Mr Odinga's supporters.

Kenyan police have been put on alert in case the announcement sparks renewed clashes.
Each of the six will be served with a court summons, but if they fail to turn up or if they attempt to hinder the investigation - for example by intimidating witnesses - Mr Ocampo says he will request arrest warrants.

JUSTICE KENYA: CABINET SPLIT OVER OKAMBO.

Kenya - Desperate attempts to halt the ICC process continue before the likely announcement tomorrow of the names of six high-level suspects. Cabinet yesterday was bitterly divided on whether to try and stop International Criminal Court chief prosecutor Luis Moreno Ocampo from naming the post-election violence suspects.

The PNU ministers failed to convince their ODM colleagues that government should send Attorney General Amos Wako, Director of Public Prosecution Keriako Tobiko and Chief Justice Evan Gicheru to the Hague to convince the ICC that Kenya would initiate a bill to set up a special local tribunal to try the suspects.

The ODM ministers argued the Cabinet had not kept its past promises to deal decisively with the post-election violence.

Earlier this year the Cabinet had resolved the Truth, Justice and Reconciliation Commission investigate the violence but the TJRC has failed to take off because of the controversy around the political past of its chairman Bethwel Kiplagat.

According to the PNU ministers, naming the six suspects could inflame parts of Kenya where the leaders mentioned come from.

However, ODM argues the police should be there to maintain law and order.

The suspects are believed to be three ministers, two top security officers and a senior civil servant.

Last evening, the Presidential Press Service issued a statement claiming the Cabinet had agreed to set up a local tribunal irrespective of whether the ICC moves to prosecute the six suspects.

The PPS assured the public that the rule of law will be maintained throughout the country.

"The Government is of the considered opinion that Kenya's national interests of peace and security, political stability, national reconciliation, and comprehensive justice for all victims of post-election violence cannot be achieved without a local judicial mechanism," said the PPS.

"Consequently, irrespective of what transpires at the ICC tomorrow and in view of the fact that ICC is only a court of last resort, the Government will establish a local judicial mechanism in accordance with the Rome Statute within the framework of the new Constitution," added the statement.

"The only reason that the post-election violence cases are being investigated by the International Criminal Court is because there is no appropriate local judicial mechanism which could carry out investigations, prosecutions, and determination of the post-election violence cases for international crimes," said PPS.

The local tribunal bill has been defeated twice in Parliament with MPs arguing that ICC was better placed to prosecute those responsible for the post-election violence.

The PPS statement could be aimed at undermining the ICC since international law does not allow prosecution of cases that are already in court in member states.

The Cabinet ministers opposed to the ICC appear to be working with 12 MPs allied to Finance Minister Uhuru Kenyatta and Eldoret North MP William Ruto who want to introduce a motion in Parliament to stop the ICC process.

Yesterday eight Central Kenya MPs met at the Panafric Hotel in Nairobi to discuss the possibility of re-introducing the Imanyara Bill to create a local tribunal and of amending the International Crimes Act passed by Parliament in 2008 that ratified the Rome Statute.

They then moved on to the Boulevard Hotel where they were joined by Rift Valley MPs and together addressed a press conference.

The MPs said the list of six people including two ministers, an MP, a security chief, a top civil servant and a journalist was picked politically and questioned why Nyanza leaders did not feature on the list.

"Some ODM leaders called for mass action which led to violence but now they are not on the list," said Ndaragwa MP Jeremiah Kioni.

"While we thought that the ICC will give us the desired judicial process, it is now becoming more of a political process than a judicial one," said Kioni.

"We want to table a motion in Parliament tomorrow (Tuesday) to discuss the conduct of the ICC and to try to exhaust other local mechanisms to handle the post-election violence," he said.

Ironically, the same MPs shot down the original bill to set up a local tribunal.

"We thought that The Hague was impossible to penetrate and manipulate like the Kenyan courts but now that the Judiciary is being revamped with an independent public prosecutor, our courts can independently handle the matter," Kioni explained.

The MPs reiterated their claims that ICC prosecutor Moreno Ocampo was playing 2012 politics.

"We are aware that Ocampo met an ODM minister in New York last month. He also met a section of ODM leaders at night secretly at Crowne Plaza Hotel when he was here earlier this month," Kioni said.

However the plans by the MPs are unlikely to succeed as Ocampo is expected to make an "important announcement" on Kenya at 5 pm tomorrow (Kenya time).

The first meeting at the Panafric was attended by Kioni, Kareke Mbiuki, Lewis Nguyai, Emilio Kathuri, Nderithu Mureithi, David Njuguna and Mwangi Kiunjuri.

At the Boulevard, they were joined by John Muthutho, Lee Kinyanjui, David Koech, Cyrus Ruteere and Sammy Mwaita.

The MPs claimed that the ICC had failed to conduct independent investigations and was relying on the reports of the Kenya Commission on Human Rights and the Waki Commission.

Mosop MP David Koech said Kenya is an independent country and can disengage from the ICC process.

"Kenya is a sovereign nation and as leaders of the country we must come to defend our sovereignty," Koech said.

At another meeting in Jacaranda Hotel in Nairobi yesterday, spokes person Stephen Karau said the Central Province elders were convinced that the Hague process was mired with political intrigues.

"We therefore appeal to the Kenyan Government and the ICC to suspend the process until we are assured of a fair and just process devoid of political machinations," their joint statement declared.

They claim that Ocampo intends to soil the suspects' names knowing that they will never recover their reputation even if they are acquitted.

Kujaribu kugundua hasa kwa nini mlipuaji wa kujitoa mhanga, anajiua ili kuendeleza harakati fulani, ni vigumu mno, na ni kwa sababu ambazo zinazoeleweka kabisa.

Lakini utafiti mmoja uliofanywa na Chuo Kikuu cha Tel Aviv, nchini Israel, umefanya bidii kujaribu kugundua iwapo walipuaji wa kujitoa mhanga wana tabia zozote zinazoonekana. Wamefanya hivyo kwa kuzungumza na kufanya tathmini ya watu waliokuwa wawe walipuaji wa kujitoa mhanga.
Watu hao, ambao walijaribu kufanya mashambulio ya kujitoa mhanga, lakini walishindwa kwa sababu mbalimbali, ikiwemo matatizo ya kiufundo (bomu halikulipuka) au kukamatwa kabla ya kujilipua (wakielekea kujilipua au mapema kabla ya hapo).

Msongo wa mawazo

Watafiti waligundua mkondo wa watu ambao hawana uwezo mkubwa wa kuhimili wanapojikuta katika hali ya msongo, au mfadhaiko utokanao na shida (stress). Aidha pia waligundua kuwa watu hao hawana uwezo wa 'kuona mbali' na pia kuwa na tabia ya kutishwa na watu wenye madaraka.
Vilevile wamegundua kuwa, watu wanaowaandaa walipuaji wa kujitoa mhanga, wana ubinafsi mkubwa, wana uwezo mkubwa wa kiakili kupambana na msongo, na mara nyingi, wenyewe hawako tayari kuwa walipuaji wa kujitoa mhanga.

Profesa mstaafu, na mtaalam wa masuala ya ugaidi Ariel Merari, aliweza kukutana na watu 15 waliokuwa wakitaka kujilipua, ambao wako gerezani, kwa tuhuma za mashambulio yanayohusiana na mzozo wa Israel na Palestina.
Watano kati yao, walikuwa wametumwa na kundi la Hamas, watano na kundi la Islamic Jihad na watano kutoka kundi la al-Aqsa la Fatah.

Waandaaji

Aidha, Profesa Merari na wataalam wenzake waliziungumza na waandaaji wa walipuaji hao, wote kutoka makundi hayo.
Mbali na waandaaji hao na walipuaji wa kujitoa mhanga, kulikuwa na kundi la udhibiti. Kundi hilo la watu 12 walikuwa wameshitakiwa na kufungwa kwa ghasia mbalimbali za kisiasa kuanzia urushaji mawe hadi mashambulizi ya kutumia silaha.
Changamoto ya kwanza kwa kikosi cha Profesa Merari ilikuwa kuwashawishi watu hao kuzungumza. Wafungwa hao walisisitiza kupata ruhusa kwanza kutoka kwa wakubwa wa makundi yao.

"Niliwaambia sababu za sisi kufanya utafiti huu," amesema Profesa Merari akizungumza na kituo cha BBC Radio 4.
"Kulikuwa na mjadala mzito. Mwishowe walikubali kushiriki na hakika hiyo ndio ilikuwa hatua muhimu kupata wengine kuweza kuzungumza."
Katika miaka ya hivi karibuni, ulipuaji wa kujitoa mhanga umeongezeka duniani.Kati ya mwaka 1981 na 2000, nchi 17 zimeathiriwa na mashambulio ya kujitoa mhanga, ikilinganishwa na nchi 32 kati ya mwaka 2001 na 2008.

Waumini

Mashambulio ya kujitoa mhanga mara nyingi huhusishwa na mtazamo wa itikadi kali za kidini kutoka kwa mshambuliaji.
Hata hivyo, utafiti huu mpya unasema, umuhimu wa dini haukupewa nafasi ya juu, ikilinganishwa na sababu nyingine, wakati wafungwa hao wakizungumzia wakati wakifanya uamuzi wa kuendesha mashambulio hayo ya kujilipua.

"Karibu wote walikuwa watu wanaofuata dini, lakini waliokuwa wakitaka kujilipua hawakuwa waumini sana kama wale wanaowadhibiti.
"Undani na ukubwa wa imani ya kidini haukuwa jambo ambalo liliwatofautisha kati yao na magaidi wasiotumia njia ya kujilipua."
Badala yake, Profesa Merari amegundua kuwa "Kuaibishwa kwa taifa" ndio sababu kuu ya kufanya mashambulio hayo.
"Hii ndio sababu kubwa, ya wazi na yenye nguvu iliyowapa ari ya kufanya hivyo.
"Sio suala la mtu kuteseka binafsi; walijaribu kulipiza kisasi kwa niaba ya jamii yao inayoteseka. wametaja matukio ambayo wameyaona katika televisheni, na sio matukio yaliyowatokea wao binafsi."
Watu waliohojiwa katika nafasi ya uandaaji wa walipuaji, walikuwa kwa wastani wakubwa kiumri, wenye elimu ya kutosha na ambao wasingependa wao kujitokeza na kujilipua.

"Hawakutumia neno 'kuogopa', lakini walitumia maneno kama vile 'sio kila mtu anaweza kufanya hivyo', au 'inahitaji mtu mwenye hiba ya kipekee' na maneno kama hayo.
"watano waliosalia walisema 'kimsingi ningependa kufanya hivyo, lakini kazi yangu kama kamanda ni muhimu kwa hiyo sikuweza kufanya hivyo'. Walikuwa waoga tu nadhani, katika kutoa jibu la moja kwa moja."

Picha halisi

Utafiti huo pia uligundua kuwa taswira inayowekwa na waandaaji wa walipuaji wa kujitoa mhanga, kuwa "ni vijana wenye dhamira kubwa" ni jambo la kupotosha.
"Walipuaji wa kujitoa mhanga wenywe wametoa taswira tofauti kabisa. Asilimia sitini na sita walikiri kuwa walikuwa wakiogopa kufanya hivyo, au walikuwa wakisita. Na tulivyochunguza idadi kubwa ya matukio ya kujilipua, tuligundua asilimia 36 ya matukio 61 ya walipuaji wa kujitoa mhanga, waliamua kuacha kufanya hivyo.
Profesa Merari anakiri kuwa, kwa sababu watu wote waliozungumza nao wametokana na majaribio "yaliyoshindwa kufanikiwa", utafiti huu hauwezi kutoa picha halisi ya mlipuaji wa kujitoa mhanga.
Hata hivyo, timu hiyo ya wataalamu inaamini utafiti huo unatoa "picha ya karibu zaidi".

"Baadhi ya walipuaji hawa wa kujitoa mhanga walifika kabisa na katika maeneo waliyotakiwa kujilipua, na hata kubonyeza kitufe cha kujilipua, lakini mabomu waliyokuwa wameyabeba hayakulipuka, kutokana na sababu za kiufundi.
"Kisaikolojia, hawa ni walipuaji wa kujitoa mhanga kwa kila mtazamo."
Utafiti wake huu unafikia majumuisho kuwa, hatua zinaweza kuchukuliwa kuzuia mashambulizi kwa misingi ya kutazama haiba na tabia ya mtu.
"Moja ya majumuisho ya utafiti huu ni kuwa kizuizi chochote kitakapomkabili mlipuaji wa kujitoa mhanga, kunaongeza nafasi ya mlipuaji huyo kubadili mawazo yake kutekeleza shambulio. Hii ni kwa sababu, wale wanaosita huhitaji kisingizio cha kutofanya shambulio.
"Wanahitaji kisingizio ili wasipoteze heshima yao binafsi.
"Kikwazo chochote, kitakwimu, kitaongeza nafasi ya mlipuaji wa kujitoa mhanga kubadili mawazo yake, akiwa njiani kwenda kujilipua."

Wikileaks founder Julian Assange refused bail

The founder of whistle-blowing website Wikileaks, Julian Assange, has been refused bail by a court in London but vowed to fight extradition to Sweden.
Mr Assange denies sexually assaulting two women in Sweden. He was remanded in custody pending a hearing next week.
A judge at City of Westminster Magistrates' Court refused bail because of the risk of the 39-year-old fleeing.
A Wikileaks spokesman said the arrest was an attack on media freedom and pledged to continue publishing.
After the court appearance Mr Assange's lawyer Mark Stephens said he would be applying again for bail.
He claimed the charges were "politically motivated" and said the judge was keen to see the evidence against Mr Assange, an Australian citizen.
Mr Stephens said Wikileaks would continue to publish material and added: "We are on cable 301 and there are 250,000 secret cables."
A Downing Street spokesman said Mr Assange's arrest was "a matter for the police" and there had been no ministerial involvement.
The Pentagon welcomed the arrest, with US Defence Secretary Robert Gates saying on a visit to Afghanistan that it was "good news".

Mark Stephens: "Many believe prosecution is politically motivated"
Prosecutors in Sweden have insisted the extradition request is a matter of criminal law and they "have not been put under any kind of pressure, political or otherwise".
Five people, including journalist John Pilger, film director Ken Loach and Jemima Khan, the sister of Conservative MP Zac Goldsmith, offered to put up sureties.
But district judge Howard Riddle refused bail for Mr Assange and he was remanded in custody until 14 December.
Judge Riddle said he believed Mr Assange might flee and he also feared he "may be at risk from unstable persons".
Gemma Lindfield, for the Swedish authorities, gave details of the allegations against Mr Assange.

The charges

  • Used his body weight to hold down Miss A in a sexual manner.
  • Had unprotected sex with Miss A when she had insisted on him using a condom.
  • Molested Miss A "in a way designed to violate her sexual integrity".
  • Had unprotected sex with Miss W while she was asleep.
One of the charges is that he had unprotected sex with a woman, identified only as Miss A, when she insisted he use a condom.
Another is that he had unprotected sex with another woman, Miss W, while she was asleep.
Mr Assange, who was accompanied by Australian consular officials, initially refused to say where he lived but eventually gave an address in Australia.
Afterwards Ms Khan explained why she was willing to put up a surety: "I offered my support as I believe that this is about the universal right of freedom of information and our right to be told the truth."

Analysis

At a full hearing, which is not likely to take place for some weeks, Mr Assange will be able to raise his arguments against extradition.
The "fast-track" European arrest warrant system is based on the concept that all the participating countries have legal systems which meet similar standards, and fully respect human rights.
If Julian Assange is to avoid extradition he would need to show the warrant is politically motivated. This has been argued successfully in the past by Russian oligarchs, though Sweden has a better judicial record than Russia.
Or he would need to use technical arguments - arguing the warrant does not show specifically what law has been broken. But most technical mistakes could be resolved eventually and the warrant reissued.
Wikileaks spokesman Kristinn Hrafnsson said it would not stop the release of more secret files and told Reuters on Tuesday: "Wikileaks is operational. We are continuing on the same track as laid out before.
"Any development with regards to Julian Assange will not change the plans we have with regards to the releases today and in the coming days."
He said Wikileaks was being operated by a group in London and other secret locations.
Secret locations
US State Department spokesman PJ Crowley said it was possible the US would make an extradition request for Mr Assange but he said it was premature as the criminal investigation into Wikileaks was still ongoing.
Mr Assange was arrested by appointment at a London police station at 0930 GMT.

Police contacted Mr Stephens on Monday night after receiving a European arrest warrant from the Swedish authorities.
An earlier warrant, issued last month, had not been filled in correctly.
Mr Assange has come in for criticism in the past week for the revelations made on Wikileaks.
Foreign Secretary William Hague has criticised the website for publishing details of sensitive sites, including some in the UK, saying they could be targeted by terrorists.
But, in an article for The Australian newspaper, Mr Assange denied he had put lives at risk and said Wikileaks deserved to be protected.
Mr Crowley said: "The (US) constitution enshrines the freedom of the press and we respect that, even if we have concerns about how that is exercised".
Gerard Batten, a UKIP MEP, said the Assange case highlighted the dangers of the European arrest warrant.

He said: "I don't know of the quality of the evidence in Mr Assange's case but it does seem that he is involved in political turmoil and intrigue and there are a lot of people keen to shut him up and there is nothing a court in the UK can do to look at the evidence before they extradite him."
Mr Assange's supporters have written an open letter to Australian Prime Minister Julia Gillard, asking her to protect him.
Mr Pilger, who appeared in court to support Mr Assange, said Ms Gillard's threat to remove his passport smacked of "totalitarianism".

Arsene Wenger anaamini timu yake imejengeka zaidi na itapata mafanikio, lakini amesikika akisema hivyo miaka kadhaa bila kuambulia kitu.
Maswali ambayo yanaibuka ni je Arsenal inaonea wanyonge? Wakipambana na timu kali kama Chelsea, Man U au Real Madrid na Barcelona watafurukuta kwa kasi hiyo waliyo nayo sasa?
Ni wazi kuwa safu ya ulinzi msimu huu imeimarika zaidi kuliko wakati Mikael Sylvestre na Sol Campbell na William Gallas walipokuwa wakicheza katikati. Lakini kama ni Arsenal kuonea wanyonge, iweje pasipo Robin van Parsie, Theo Walcott, Thomas Vermaelen, Abu Diaby na wengineo, bado wanaweza kufunga magoli sita katika mechi moja?
Huenda ni mapema sana kuhoji uimara wa Arsenal. Lakini meneja Arsene Wenger anasema ana imani kikosi chake kimejengeka na kipo tayari kukwaruzana na timu yoyote kubwa au ndogo.
Kwa jinsi walivyocheza mechi ya ligi ya vilabu bingwa barani Ulaya dhidi ya Braga, Arsenal wanacheza soka ya kuvutia, lakini mara nyingi soka hiyo imegeuka kuwa maumivu wanapocheza na timu zisizokuwa na masihara mbele ya goli.
Na je Arsene Wenger amesikika mara ngapi akisema "chipukizi wake" watabeba kikombe au vikombe? Tunachoweza kufanya kwa sasa, ni kusubiri mwisho wa msimu.

Mwanzilishi wa Wikileaks matatani

Bwana Julian Assange anayesakwa na Sweden kujibu mashtaka ya ubakaji.
Mwanzilishi wa tovuti ya Wikileaks, Julian Assange, ambaye uchapishaji wake wa stakabadhi za kidiplomasia za siri umeikasirisha Washington, anajiandaa kuzungumza na maafisa wa polisi wa Uingereza baada ya kupokelewa waraka wa kukamatwa kwake kutoka kwa serikali ya Sweden.
Bwana Assange, anayeaminika kuwa mafichoni nchini Uingereza anatafutwa na serikali ya Sweden ili kuhojiwa kuhusiana na madai ya ubakaji ambayo ameyakanusha.
Hapo jana Jumatatu, Uswizi ilifunga akaunti za benki za bwana Assange.
Wikileaks kadhalika imeamua kubadilisha anwani ya wavuti wake mara kadhaa baada ya kuvurugwa mfululizo.
Mkuu wa sheria nchini Marekani, Eric Holder, amezungumza bayana kwamba maafisa wake wanakagua vitabu vya kisheria ili kutafuta njia za kumshtaki bwana Assange kutokana na ufichuzi huo.
Washington imeishutumu Wikileaks kwa kutoa orodha ya maeneo yanayoweza kushambuliwa, kwa mtandao wa kigaidi wa Al Qaeda-baada ya kufichua taarifa kuhusu asasi ambazo Marekani inazingatia kuwa muhimu kwa usalama wake wa kitaifa.

2010-04-05 WikiLeaks has released a classified US military video depicting the indiscriminate slaying of over a dozen people in the Iraqi suburb of New Baghdad -- including two Reuters news staff. Reuters has been trying to obtain the video through the Freedom of Information Act, without success since the time of the attack. The video, shot from an Apache helicopter gun-sight, clearly shows the unprovoked slaying of a wounded Reuters employee and his rescuers. Two young children involved in the rescue were also seriously wounded.

WikiLeaks: How cash flows to terrorists

Washington:  Nine years after the United States vowed to shut down the money pipeline that finances terrorism, senior Obama administration officials say they believe that many millions of dollars are flowing largely unimpeded to extremist groups worldwide, and they have grown frustrated by frequent resistance from allies in the Middle East, according to secret diplomatic dispatches.

The government cables, sent by Secretary of State Hillary Rodham Clinton and senior State Department officials, catalog a long list of methods that American officials suspect terrorist financiers are using, from a brazen armed bank robbery in Yemen last year to kidnappings for ransom, drug proceeds in Afghanistan and annual religious pilgrimages to Mecca, where millions of riyals or other forms of currency change hands.

While American officials in their public statements have been relatively upbeat about their progress in disrupting terrorist financing, the internal State Department cables, obtained by WikiLeaks and made available to several news organizations, offer a more pessimistic account, with blunt assessments of the threats to the United States from money flowing to militants affiliated with Al Qaeda, the Taliban, Hamas, Lashkar-e-Taiba and other groups.

A classified memo sent by Mrs. Clinton last December made it clear that residents of Saudi Arabia and its neighbors, all allies of the United States, are the chief financial supporters of many extremist activities. "It has been an ongoing challenge to persuade Saudi officials to treat terrorist financing emanating from Saudi Arabia as a strategic priority," the cable said, concluding that "donors in Saudi Arabia constitute the most significant source of funding to Sunni terrorist groups worldwide."
The dispatch and others offered similarly grim views about the United Arab Emirates ("a strategic gap" that terrorists can exploit), Qatar ("the worst in the region" on counterterrorism) and Kuwait ("a key transit point"). The cable stressed the need to "generate the political will necessary" to block money to terrorist networks -- groups that she said were "threatening stability in Pakistan and Afghanistan and targeting coalition soldiers."

While President George W. Bush frequently vowed to cut off financing for militants and pledged to make financiers as culpable as terrorists who carried out plots, President Obama has been far less vocal on the issue publicly as he has sought to adopt a more conciliatory tone with Arab nations. But his administration has used many of the same covert diplomatic, intelligence and law enforcement tools as his predecessor and set up a special task force in the summer of 2009 to deal with the growing problem.

While federal officials can point to some successes -- prosecutions, seizures of money and tightened money-laundering regulations in foreign countries -- the results have often been frustrating, the cables show. As the United States has pushed for more aggressive crackdowns on suspected supporters of terrorism, foreign leaders have pushed back. In private meetings, they have accused American officials of heavy-handedness and of presenting thin evidence of wrongdoing by Arab charities or individuals, according to numerous State Department cables.

Kuwaiti officials, for example, resisted what they called "draconian" measures sought by the United States against a prominent charity and dismissed allegations against it as "unconvincing," according to one cable.

The documents are filled with secret government intelligence on possible terrorist-financing plots, like the case of a Somali preacher who was reportedly touring Sweden, Finland and Norway last year to look for money and recruits for the Shabab, a militant group in Somalia, or that of a Pakistani driver caught with about $240,000 worth of Saudi riyals stuffed behind his seat. One memo even reported on a possible plot by the Iranians to launder $5 billion to $10 billion in cash through the Emirates' banks as part of a broader effort to "stir up trouble" among the Persian Gulf states, though it was not clear how much of the money might be channeled to militants.

One episode that set off particular concern occurred in August 2009 in Yemen, when armed robbers stormed a bank truck on a busy downtown street in Aden during daylight hours and stole 100 million Yemeni riyals, or about $500,000. American diplomats said the sophistication of the robbery and other indicators had all the markings of a Qaeda mission. "This bold, unusual operation" could provide Al Qaeda "with a substantial financing infusion at a time when it is thought to be short of cash," a dispatch summarizing the episode said.

Al Qaeda's branch in Yemen, known as Al Qaeda in the Arabian Peninsula, is seen as a rising threat by the United States and was blamed for a parcel bomb plot in October and the failed attempt to blow up a jetliner last Dec. 25. The cables do not make clear how or whether the finances of the Yemen group are tied to the network led by Osama bin Laden, whose members are believed to be in hiding along the Pakistan-Afghanistan border.

American officials appear to have divided views on the bin Laden group's fund-raising abilities. A cable sent in February of this year to Richard C. Holbrooke, the Obama administration's special representative for Afghanistan and Pakistan, said that "sensitive reporting indicates that al-Qaida's ability to raise funds has deteriorated substantially, and that it is now in its weakest state since 9/11."

But many other State Department cables draw the opposite conclusion and cite the group's ability to generate money almost at will from wealthy individuals and sympathetic groups throughout the Middle East while often staying a step ahead of counterterrorism officials.

"Terrorists avoid money transfer controls by transferring amounts below reporting thresholds and using reliable cash couriers, hawala, and money grams," a recent cable warned. "Emerging trends include mobile banking, pre-paid cards, and Internet banking."

The documents suggest that there is little evidence of significant financial support in the United States or Europe for terrorist groups in Afghanistan and Pakistan, despite a string of deadly but largely low-budget attacks in London and other European cities in recent years, according to the documents.

"U.K. financing is important, but the real money is in the Gulf," a senior British counterterrorism official told a Treasury Department official, according to a cable last year from the American Embassy in London.

In hundreds of cables focusing on terrorist financing, the problem takes on an air of intractability, as American officials speak of the seeming ease with which terrorists are able to move money, the low cost of carrying out deadly attacks, and the difficulty of stopping it. Interdictions are few, and resistance is frequent.

In Kuwait, for instance, American officials have voiced repeated concerns that Islamic charities -- largely unregulated by the government there -- are using philanthropic donations to finance terrorism abroad. But a Kuwaiti minister, in a meeting last year with the United States ambassador, "was as frank and pessimistic as ever when it came to the subject of apprehending and detaining terror financiers and facilitators under Kuwait's current legal and political framework," a memo summarizing the meeting said.

Saudi Arabia, a critical military and diplomatic ally, emerges in the cables as the most vexing of problems. Intelligence officials there have stepped up their spying on militants in neighboring Yemen, and they provided the tip that helped uncover the recent parcel bombs. But while the Saudis have made some progress, "terrorist funding emanating from Saudi Arabia remains a serious concern," according to a cable in February. Mrs. Clinton's memo two months earlier said Al Qaeda, the Taliban, Lashkar-e-Taiba and other groups "probably raise millions of dollars annually from Saudi sources, often during Hajj and Ramadan." Officials said they believed that fund-raisers for extremist groups had often descended on the pilgrims to seek money for their causes.

The United States Embassy in Riyadh, Saudi Arabia, reported in February that the Saudi authorities remained "almost completely dependent on the C.I.A." for leads and direction on terrorist financing.

So it was not surprising that a month earlier, the embassy reported in a separate cable that Treasury Department officials had provided information to the Saudi domestic intelligence service, the Mabahith, on three senior Taliban leaders -- Tayyeb Agha, Mullah Jalil and Khalil Haqqani -- who had made several fund-raising trips to the kingdom, the cable said. (Like a number of other suspected financiers identified in the cables, the three Taliban leaders do not appear on the Treasury Department's list of "banned" entities suspected of terrorism financing connections.)

The Americans shared phone numbers, e-mail addresses and passport information for the three men with the Saudis to cross check against Saudi customs databases. Saudi authorities said they were not familiar with the Taliban leaders but promised to pursue the tips.

In conversations last week, Obama administration officials said that since the latest cable released from WikiLeaks, from February 2010, the Saudis had made notable progress, including the arrests of some major donors to terrorist groups. Despite such pledges of cooperation between the countries, tensions have occasionally flared behind the scenes. In 2007, a senior Bush administration official, Frances Fragos Townsend, told her Saudi counterparts in Riyadh that Mr. Bush was "quite concerned" about the level of cooperation from the Saudis on terrorist financing, and she brought a personal letter on the subject from the president to King Abdullah, according to a cable summarizing the exchange.

Ms. Townsend questioned whether the kingdom's ambassador to the Philippines, Mohammed Ameen Wali, might be involved in supporting terrorism because of his involvement with two people suspected of being financiers, the summary said.

Prince Saud al-Faisal, the Saudi foreign minister, challenged the assertion, however, saying the ambassador might be guilty of "bad judgment rather than intentional support for terrorism," and he countered with an assertion of his own: an unnamed American bank handling the Saudi Embassy's money in Washington was performing unnecessary audits and asking "inappropriate and aggressive questions."

American diplomats said that while the Saudis appeared earnest in wanting to stanch the flow of terrorist money, they often lacked the training and expertise to do it. "Their capabilities often fall short of their aspirations," a cable last November said.

Saudi leaders appear equally resigned to the situation, according to the cables. "We are trying to do our best," Prince Mohammed bin Nayef, who leads the Saudis' anti-terrorism activities, was quoted as telling Mr. Holbrooke, the special representative to the region, in a May 2009 meeting.

But, he said, "if money wants to go" to terrorist causes, "it will go."

WikiLeaks founder Assange the center of worldwide attention

WikiLeaks founder Julian Assange may claim that he wants the public to focus on the revelations in each of his document dumps, but he can't seem to avoid the spotlight.
The odd Australian Web activist has been doing interviews this week talking up the 250,000 State Department documents his organization released, and in the process, he's made himself a bigger part of the story.
In an interview with Forbes, for instance, Assange hinted that his next document dump would be a "megaleak" involving a major U.S. bank, which he claims will create fallout comparable to the emails that helped bring down the Houston-based energy brokerage Enron in the early aughts. A Forbes reader then alerted the magazine to a 2009 Computer World interview that seems to suggest that Bank of America may be the bank in Assange's sights.
Then, after WikiLeaks' massive dump of State Department cables spurred some pointed, if entirely predictable, criticism from Secretary of State Hillary Clinton, Assange returned fire by calling for her resignation.
And yesterday, Interpol -- a worldwide police organization -- placed Assange on its most wanted list, though not for the controversial work of his website. Instead, the agents of Interpol issued a warrant on charges of rape and sexual harassment against Assange in his adopted home of Sweden -- charges he has vehemently denied. The Interpol warrant strongly suggests that a number of the world's governments want to stop Assange as he continues targeting the activities of Western states and financial operations.
He's currently believed to be in hiding in Britain, but he moves frequently, rarely staying in one place for more than a few days. It has been reported that an Ecuadorian official extended an offer of asylum to Assange earlier in the week, but the country's president shot down any chance of that happening yesterday.
Meanwhile, Assange's mother, who runs a puppet theater in Australia, confesses that she is worried about her son's well-being. Telling the local press that she's extremely "distressed" about the global manhunt for her son, Christine Assange has gone into hiding herself out of fears for her own safety.
And Assange isn't just getting negative attention from law enforcement. He's also sparked the ire of Sarah Palin, who posted a long note on her Facebook page denouncing Assange, while also blaming President Obama for failing to block Assange's activities.
Still, for all the controversy surrounding him, Assange can still lay one potential claim to fame: There's a strong possibility he'll be named Time magazine's "Person of the Year" for 2010. Online voting by readers has Assange near the top, and the magazine announced this week that "Assange's exploits have cemented him as a candidate."

Wikileaks yafichua siri za Marekani

Tovuti ya Wikileaks, maarufu kwa kutetea sera za uwazi, imeanza kuchapisha mawasiliano ya siri kati ya balozi za Marekani kuhusu viongozi wakuu duniani.
Baadhi ya mawasiliano yaliochapishwa ni yale kati ya Mfalme Abdullah wa Saudi Arabia na Marekani, pale alipopendekeza vikali kuwa Iran ishambuliwe kijeshi.
Serikali ya Marekani imekashifu hatua hiyo ya kuchapisha mawasiliano hayo. Imesema kuwa kitendo hicho kinahatarisha maisha na mabalozi wake.
Lakini mwanzilishi wa tovuti ya Wikileaks Jullian Assange, anasema serikali ya Marekani haitaki kuwajibishwa.
Wikileaks imechapisha nakala mia mbili kati ya zaidi ya laki mbili ilizonazo ya mawasiliano hayo. Hata hivyo nyaraka zote hizo zimesambazwa kwa magazeti kama vile New York Times la Marekani na The Guardian la Uingereza.
Masuala yalioangaziwa zaidi kwenye mawasiliano hayo ni mpango wa nuklia wa Iran, ufisadi katika serikali ya Afghanistan na uhusiano kati ya serikali ya Urusi na genge la mafia.

Wasio wavutaji hufa kwa kuvuta sigara

Utafiti mpya uliofanywa na shirika la afya duniani WHO unaonyesha kuwa watu 600,00 wasio wavutaji sigara hufariki kila mwaka kutokana na kuvuta moshi unotokana na kukaa karibu na watu wanaovuta sigara.

Utafiti huo uliochapishwa siku ya Ijumaa ndio wa kwanza duniani kuangazia hasa madhara ya moshi wa sigara.
Shirika la WHO lilichukua takwimu kutoka karibu kila taifa duniani. Takriban asilimia 40 ya watoto na zaidi ya asilimia 30 ya watu wazima ambao hawavuti sigara huwa wanakabiliana na moshi kutoka kwa wavuta sigara.

Kulingana na utafiti huo watu 600,000 hufariki kila mwaka thuluthi yake wakiwa watoto.

Moshi unaowafikia watu ambao hawavuti sigara unaweza kusababisha maradhi ya moyo, pumu na hata saratani ya mapafu kama tu inavyofanya kwa wavuta sigara.
Tofauti hata hivyo ni kwamba wale wanaofikiwa na huo moshi hawafanyi hivyo kwa uamuzi wao wa kuhatarisha afya yao kwa kutumia tumbaku.
Hofu kubwa kulingana na waliochapisha ripoti hiyo ni athari kwa watoto hata katika mataifa ambayo yana sheria kali dhidi ya uvutaji sigara kwa sababu bado wanaathirika kutokana na watu wanaovuta nyumbani.
Ingawaje ni vigumu kuunda sheria kubana watu kuvuta sigara nyumbani, WHO inakiri kuwa kuna haja ya hatua kuchukuliwa ili kulinda watoto kutokana na madhara ya moshi wa sigara.
